Secrets reveal that the real dispute that surfaced after the fourth round in Washington stems from the absolute US rejection of a Franco-Arab proposal to form a five-member security committee (including regional parties) to oversee the so-called “pilot zones” in the South. Lebanese Ambassador Nada Mouawad informed Ain el-Tineh that the US stance is decisive: “Oversight and deployment are strictly exclusive to the Lebanese Army and UNIFIL forces, and any entry of a third party is equivalent to canceling the entire draft.” This move directly embarrassed Tehran, which had been attempting to secure a direct seat in the monitoring mechanism through its allies.
