JNews Lebanon has learned that the Ministry of Foreign Affairs and Emigrants has received a top-secret report from a Lebanese embassy in a capital responsible for the negotiations file. The report warns that Israel has begun drafting an unannounced legal annex that it intends to impose through mediators. This annex would prohibit the reconstruction of any demolished facilities or buildings in the region south of the Litani River without prior review by a strict international oversight committee, to ensure that no tunnels or fortifications exist beneath them.
