Suspended between Baabda’s assertions that the agreement represents Lebanon’s “last chance” and must be enforced, and Ayn al-Tineh’s counter-stance that it was “born dead,” Lebanon’s destiny hangs in the balance between the ghost of an endless war and a faltering opportunity to reclaim sovereignty.

    Intensive Contacts to Define “Red Lines” and Withdrawal Tracks

    Highly reliable official sources have exclusively disclosed to JNews Lebanon that intensive communications between Lebanese, Arab, and international stakeholders have continued at an accelerated pace to support the state’s trajectory toward achieving a full Israeli withdrawal.

    According to these insights, the diplomatic track has successfully established clear operational parameters centered on two non-negotiable red lines:

    • A strict ban on street mobilization: Preventing any slide into internal civil strife amid escalating political polarization.
    • Sustaining the current government: Preserving institutional continuity to ensure the capacity to fulfill future international commitments.

    The sources confirmed that immediate efforts are now concentrated on activating the American mechanism to launch the initial withdrawal from the “First Model Zone.”

    Cornering the Accord and Bassil’s Move: Safety Net or Political Posturing?

    In contrast, Speaker of Parliament Nabih Berri is dealing with the framework accord as if it never existed, initiating a wide-ranging series of political and parliamentary communications to bypass, contain, and block its implementation. This aggressive pushback has triggered intense questioning across Beirut: Is Berri entirely committed to derailing the track, or is this a calculated maneuver to signal active resistance to his political base?

    In this turbulent context, Free Patriotic Movement leader Gebran Bassil’s recent visit to Ayn al-Tineh carried significant political weight. Both sides emphasized their absolute rejection of internal strife, the necessity of protecting the military establishment, and the preservation of domestic stability. This meeting, combined with Berri’s insistence that the accord will remain ink on paper unless ratified by the Cabinet and Parliament—alongside crucial reservations voiced by Walid Joumblatt—points to the emergence of a domestic “safety net.” This coalition aims to navigate the upcoming phase while maintaining internal cohesion, especially since sources close to the negotiation files confirmed to JNews Lebanon that the text remains a “framework accord”—meaning it is not a finalized, unalterable treaty and can be amended if operational necessities dictate.

    Sharp Israeli Escalation: Netanyahu’s “Verbal Raids” from the South

    While internal political consultations intensify, Israeli Prime Minister Benjamin Netanyahu chose the zone occupied by his forces in southern Lebanon to launch sharp, confrontational statements. Escorted by his Defense Minister Israel Katz, Netanyahu declared the destruction of Hezbollah’s strategic tunnel networks and the elimination of the bulk of its arsenal.

    In a stance that casts an ominous shadow over the framework accord’s viability, Netanyahu addressed his troops, stating: “As long as Hezbollah remains in the south, Israel will remain.” He went on to issue an explicit demand to Iran and Hezbollah to exit the region, adding that “two sovereign states want to live in peace.” The critical and dangerous dimension of this development is Israel’s direct, public accusation implicating Iran in constructing these strategic underground networks, raising urgent questions about the exact strategic message Tel Aviv intends to deliver to Tehran.

Furthermore, it was the specialized military delegation that directly drafted the operational annex of the framework accord, in seamless, direct coordination with General Heikal.

    Reinforcing this stance, President Joseph Aoun formally received General Rudolf Heikal at the Baabda Palace, explicitly assuring him that campaigns of skepticism and defamation launched by certain factions of the opposition will not deter the military establishment from its national duties or its alignment with legitimate political authority. The meeting focused extensively on the upcoming deployment duties of the army in light of the framework accord’s implementation phases.

    The primary institutional outcome of this visit will be the formal establishment of the “Lebanese-Syrian Joint High Committee.” Regionally, Damascus is keen to signal its commitment to maintaining Lebanon’s internal stability and distancing itself from any domestic rifts, given that both nations share core security concerns stemming from the Israeli occupation of territory. This aligns with recent remarks by Syrian President Ahmad Al-Sharaa, who strongly condemned Israel’s attempts to turn Syria into a theater of chaos and external conspiracies.

    Observers Committee Preparations and US Mobilization
