The region is set to enter a vortex of major strategic transformation over the next forty-eight hours, as eyes turn to the Swiss resort overlooking Lake Lucerne. The diplomatic venue is hosting the official signing of the 14-point US-Iranian memorandum of understanding. This historic event, casting heavy shadows over the Lebanese scene, oscillates between ongoing Israeli field pressures and a formal Lebanese mobilization to secure sovereign decision-making, amid intersecting intelligence and diplomatic leaks obtained by Jnews Lebanon.

The Washington-Tehran Accord: The 14 Points and the “Regional Quintet” Umbrella

Diplomatic data leaked to Jnews Lebanon indicates that the draft agreement includes a permanent cessation of military operations on all fronts, including Lebanon, alongside a gradual lifting of sanctions and parallel understandings to fully reopen the Strait of Hormuz within two days following its partial reopening.

However, the American framing carries a heavy tone of deterrence. US President Donald Trump explicitly directed fiery warnings to Tehran, cautioning them that Washington would resume “dropping bombs on their heads” if they failed to behave and comply with the accord. Concurrently, sources close to our desk reveal the formation of a “Regional Quintet” comprising Pakistan, Egypt, Saudi Arabia, Turkey, and Iran. This group will hold its initial meetings immediately after the signing of the understanding to place the management of Iran’s “regional proxies”—primarily the Hezbollah file—firmly on the table.

Mobilization in Beirut: President Aoun Rejects Marginalization and PM Salam Visits Paris

Domestically, official Lebanon is engaged in intense activity to prevent the regional pact from being implemented at its expense. In this context, a decisive stance emerged from President of the Republic General Joseph Aoun, who emphasized that “Lebanon’s path in negotiations is independent.” He stressed that the Lebanese state is the master of its own decisions and that any settlement will pass through it, not at its expense. This coincides with Trump’s announcement of an upcoming official visit by President Aoun to Washington within two weeks to address the Hezbollah file.

In parallel, Prime Minister Najib Mikati’s urgent visit to Paris to meet French President Emmanuel Macron and the Emir of Qatar aims to explore the dimensions of the agreement and the future of the international peacekeeping forces (UNIFIL). These movements are backed by a fresh dose of international support from the G7 summit, which renewed its endorsement of efforts to restrict arms exclusively to the Lebanese state and disarm Hezbollah—a move countered by the party’s Secretary-General, Sheikh Naim Qassem, who declared that “the disarmament project will not pass,” while calling for a calm domestic dialogue.

The Washington Rounds and the “Experimental Zone” Proposal

On the other track, the Lebanese delegation is preparing to engage in the fifth round of direct negotiations with the Israeli side in Washington between June 23 and 25 under US auspices, aiming to announce a military and political “statement of intent” drafted by the US State Department. Sources close to the matter have confirmed to Jnews Lebanon that the American side is pushing to impose the formula of the “Experimental Zone” or the “Yellow Line” as the launching pad for the field solution.

This proposal faces broad Lebanese rejection, as it risks granting the occupation an opportunity to remain at strategic outposts described as “Ruling Points” at a depth of two kilometers for years. Such a setup would strip residents of quick stability and leave the fate of areas north of the Litani River ambiguous until the arrangements for the southern sector are fully finalized.

On the ground, Israel continues its intense aerial and artillery violations, albeit at a lower intensity, in a clear message of defiance from Benjamin Netanyahu’s government toward the Trump administration to signal its non-commitment to the US-Iran pact. In this context, the Maariv newspaper quoted Israeli officials as estimating that any agreement between Washington and Tehran would not be sustainable, while Minister Ze’ev Elkin stated that Israel is not a party to the Lucerne deal and is not bound by it.

Despite the continuous hostile overflights over Beirut and the Southern Suburbs, and the persistent danger of cluster munitions, the people of the South continue to display a historic narrative of steadfastness. Displaced citizens are gradually flowing back toward their damaged villages, escorted by the Lebanese Army and relief organizations to revive daily life and dismantle military hazards, while launching the commemoration ceremonies of Ashura over the rubble, confirming that their field and political will remains unbroken.

    Jnews Lebanon conclusion:
The Lebanese state stands today before a rare yet perilous national opportunity. The crucial factor in this turbulent regional moment is not scoring political points over who won or lost between Washington and Tehran, but rather Beirut’s ability to transform these understandings into a true umbrella of stability and investments that rebuild the state and restore global confidence, away from surrendering to field erosion or having Lebanese sovereignty mapped by external blueprints.
