    Exclusive JNews Lebanon

Amid escalating artillery fire in South Lebanon and intense diplomatic maneuvering between Beirut and Tel Aviv, the “Framework Agreement” hangs in a precarious balance. Despite persistent U.S. efforts to prevent the breakdown of the negotiation track and avoid a full-scale regional conflict, field dynamics and political realities indicate that reaching a tangible breakthrough remains fraught with Israeli obstacles and on-the-ground escalation.

Ali Al-Taher Hills: The Central Military Objective

Reports confirm that Israel is currently unwilling to make concessions. Tel Aviv remains committed to its plan to secure the field status around the Ali Al-Taher hills, which have become the primary military objective for the Israeli army.

Observers link this military focus to the upcoming political and military establishment seeking to secure a decisive achievement on the ground. Consequently, diplomatic sources discount any immediate Israeli acceptance of new arrangements, such as additional “pilot zones,” before the military outcomes around Ali Al-Taher are fully established.

Exclusive: Details of General Clearfield’s Mission & the Verification Quintet

Sources close to JNews Lebanon reveal that the frequent visits by General Joseph Clearfield, head of the U.S. Military Coordination Group for Lebanon, between Tel Aviv and Beirut extend beyond routine messaging; they represent a concerted U.S. attempt to prevent a total collapse of the ceasefire framework.

Specific details regarding the discussions held across Lebanese leadership channels focus on three critical pillars:

    • Verification Mechanism: Establishing how Washington and participating international partners will monitor the implementation of security arrangements without deploying U.S. combat troops on the ground.
    • Participating Nations: A proposal involving 5 nations to oversee and verify Lebanese Army operations in designated pilot zones: Great Britain, Italy, Switzerland, Canada, and Azerbaijan.
    • Pilot Zones Expansion: Conveying Lebanese proposals to the Israeli side regarding the expansion of model security zones and setting precise technical parameters.

General Clearfield, accompanied by U.S. Ambassador Michel Issa, met with Prime Minister Nawaf Salam and Speaker of the Parliament Nabih Berri. Prime Minister Salam emphasized the necessity of halting destruction, expanding model zones, and establishing a clear timetable for Israeli withdrawal. Military sources informed JNews Lebanon that General Clearfield is scheduled to meet with Lebanese Army Commander General Rudolph Haykal following his political consultations, with the army explicitly informing the U.S. delegation that ongoing attacks remain the primary obstacle to advancing the pilot zones initiative.

Political Divide: Hezbollah’s Warnings and Opposition Positions

The negotiation process faces opposition internally across the political spectrum:

    • Hezbollah’s Stance: Secretary-General Sheikh Naim Qassem launched a sharp critique against the “Framework Agreement,” stating it places Lebanon under “U.S. guardianship” and labeling it as a set of Israeli dictates. Qassem criticized government performance and rejected placing the Lebanese Army under international oversight committees while warning of mounting public anger.
    • Lebanese Forces (Samir Geagea): Geagea asserted that the core issue stems from a lack of commitment to disarming Hezbollah’s military structure as agreed upon since 2024. He defended the military, stating the political leadership bears responsibility for stalled negotiations, while questioning the exclusion of Foreign Minister Youssef Rajji from key diplomatic meetings.
    • Kataeb Party (Samy Gemayel): Gemayel emphasized that ending the presence of weapons outside state control is the sole gateway to restoring sovereignty, rejecting partial solutions or temporary compromises.

    Field Realities Shaping the Framework

The coming weeks remain critical for Lebanon’s security landscape based on three key factors:

    • Field Leverage: Tel Aviv seeks military dominance near Ali Al-Taher prior to resuming formal rounds in Rome to establish new negotiating terms.
    • State Backing for the Military: The Lebanese Army faces the challenge of managing political pressure while insisting on a cessation of hostilites before enacting further pilot zone phases.
    • Viability of the Framework Agreement: The consensus remains threatened unless U.S. diplomatic pressure translates into concrete commitments regarding withdrawal schedules and verification mechanisms.

“Military Source to JNews: Any talk of expanding pilot zones remains purely theoretical unless offensive military operations in the South cease and a clear timeline for withdrawal is established.”

The southern border region remains the decisive factor for this phase. As Washington attempts to keep the Framework Agreement viable, military maneuvers near Ali Al-Taher and internal Lebanese political divisions continue to dictate the pace of diplomatic progress.
