    Exclusive: A New Disguised Tax Drains Purchasing Power

    Starting yesterday, a new financial measure officially took effect under the title “Eco-Tax” (Environmental Fee), imposing a 1% to 3% levy on a wide range of goods and products that fully or partially turn into waste after consumption. Although the proposed percentages appear limited in scope when viewed in isolation, the cumulative impact of the new eco-tax in Lebanon is raising widespread concerns among economic organizations and consumers alike—primarily due to its ill-timed strain on an already exhausted purchasing power.

    From Customs to Retail Shelves: How the Eco-Tax Compounds Across Supply Chains

    An analysis of pricing mechanics reveals that imposing a 1% fee at the point of import or manufacturing does not stop there. The tax compounds sequentially as it passes through transportation costs, supply chain logistics, and wholesale/retail profit margins. According to economic estimates:

    • 1% Import Fee: Increases the final consumer price by approximately 1% to 1.5%.
    • 3% Import Fee: Extends its impact on retail shelves to between 3% and 4%.

    When combined with the 11% Value Added Tax (VAT) already applied to the vast majority of these goods, the practical outcome is an immediate extra deduction from household budgets, placing further drag on local market activity.

    Domestic Contraction Risks: Easy Fiscal Extractions vs. Unaddressed Structural Gaps

    Economic experts agree that markets react to the final cost of a product rather than the official title of a fee. In an economy facing shrinking domestic demand, any added fee carries a double-edged risk: reducing overall consumption while raising operating costs for production and distribution enterprises.

    Analysts emphasize that relying on direct consumption levies remains the easiest short-term fiscal path, whereas critical structural reforms remain unaddressed—most notably:

    • Combating Tax and Customs Evasion: Plugging financial leakages at border crossings and regulating the shadow economy.
    • Tackling Public Property Encroachments: Recovering overdue revenues from maritime, riverfront, and mismanaged public assets.
    • Rationalizing Public Spending: Optimizing official resource management and eliminating administrative waste.

    Short-Term Revenue vs. Long-Term Economic Cost

    According to Jnews Lebanon’s economic assessment, three core dimensions define this policy:

    • Short-Term Revenue Gains: While the fee provides immediate liquidity to the treasury, it risks lowering overall net tax yields if sales volumes contract.
    • Increased Strain on the Formal Sector: Compliant businesses face higher pricing pressure compared to parallel, informal markets.
    • Urgent Need for Comprehensive Reform: Protecting social stability requires addressing structural tax loopholes rather than piling additional burdens onto formal channels.

    “Economic Insight: Environmental sustainability is a vital goal, but achieving it requires integrated incentive frameworks paired with structural public finance reforms—ensuring legislation does not turn into a burden on economic growth.”

    The core challenge for fiscal policy remains balancing revenue generation with economic growth. Achieving long-lasting financial stability demands focusing on structural reforms and closing financial leakage points to ensure balanced, sustainable growth.
