    Diplomatic sources for JNews Lebanon in Amman, Jordan, have revealed that a highly confidential quadrilateral meeting was held behind closed doors. The session brought together officials from the US Department of the Treasury, representatives from the Arab Monetary Fund, financial envoys from two Gulf states, and an independent Lebanese financial advisor dispatched by Baabda Palace.

    The meeting finalized the operational framework for launching the “Independent International Authority for the Reconstruction of South Lebanon” (IIARSL). This alternative fund, emerging from the understandings of the Washington Framework Accord, features an initial allocated capital of $3.5 billion to rebuild 60 war-devastated towns under three non-negotiable, “supra-sovereign” conditions:

    • Total Ban on State Institutions: Traditional state apparatuses—specifically the Council of the South, the Ministry of Public Works, and the Higher Relief Commission—are strictly prohibited from handling any fraction of the funds. This measure completely cuts off any political or logistical leverage for Hezbollah and the Amal Movement.
    • The Signatures of General Haikal and Major General Clearfield: No financial compensation will be dispersed, and no construction will commence in any southern town without a field assessment signed and sealed by LAF Commander General Rodolphe Haikal, alongside a logistical audit from the US oversight committee led by Major General Joseph Clearfield, verifying the area is completely clear of illegal military presence or tunnels.
    • Rigid Foreign Auditing: A “Big Four” international auditing firm will directly oversee invoices and procurement contracts from Amman, mandating that Lebanese contractors open exclusive accounts in banks that strictly comply with US Treasury regulations.

    These terms, which have been formally communicated to Baabda Palace, place Haret Hreik in a direct bottleneck: either accept the total dismantlement of armed presence in the south to facilitate reconstruction and the return of displaced citizens, or bear the responsibility of keeping the villages in ruins under a decisive international equation: “No reconstruction under the shadow of illegal weapons.”
