The military institution viewed the plan as a transparent Israeli maneuver to score a hollow victory before the international community. Most of these towns are completely liberated, with only Zoutar al-Gharbiyeh and Zoutar al-Sharkiyeh under actual occupation. In a highly significant field move, the Lebanese Army established a new status quo by intensifying motorized patrols and setting up checkpoints and observation posts inside these seven villages (including Froun, Kafra Dounine, Qaqaait El Jisr, and Srifa). This underscored to US mediators that the army is already present on the ground, and that any operational arrangements must launch from a real Israeli withdrawal from genuinely occupied lands, rejecting Tel Aviv’s demand for freedom of movement or continued violations.
