    The U.S. capital, Washington, has witnessed a diplomatic and historic milestone, arguably the most significant in its dimensions in decades. The joint “Framework Agreement” between Lebanon and Israel was officially signed at the headquarters of the U.S. State Department under the direct sponsorship and matchmaking of the United States. This historic development followed a grueling and intense fifth round of negotiations that stretched over four consecutive days, during which U.S. Secretary of State Marco Rubio exerted his full political weight to prevent the collapse of the table.

    While this framework agreement does not yet rise to the level of a fully finalized security treaty or a permanent peace accord, its operational layout has delivered a massive breakthrough that redraws the field dynamics. This diplomatic coup comes amid a high-stakes, simultaneous race between diplomacy and warfare on the ground in South Lebanon and across the Strait of Hormuz.

    Details of the “Model Zones” and the Secret Behind the Last 24 Hours

    High-level diplomatic and military sources in Washington have disclosed to JNews Lebanon the behind-the-scenes dynamics of the critical 24 hours that preceded the signing. Sources stated that the main bottleneck delaying the agreement was the precise geography of the pilot areas, which have been officially rebranded as “Model Zones.”

    Our exclusive sources confirm that Israel originally insisted on deploying the Lebanese Army solely in areas it does not occupy (both north and south of the Litani River) where Hezbollah’s operational presence is concentrated. However, the Lebanese negotiating delegation successfully pushed back, ensuring the inclusion of portions of the “Yellow Line” (the Israeli-occupied sectors) within the operational arrangements.

    According to data provided to our platform by the Lebanese Embassy in Washington, the parties settled on two primary model zones:

    • The First Zone: Located completely outside the “Yellow Line,” extending west of Wadi al-Salouqi and south of the Litani River. This zone will see a comprehensive Israeli withdrawal, the deployment of the Lebanese Army, and the complete disarmament of any non-state armed groups.
    • The Second Zone: Situated north of the Litani River, where a portion is sliced out of the newly designated “Extended Yellow Line,” while the remaining sector lies completely outside it.

    Securing this diplomatic breakthrough required an urgent, direct telephone intervention by Marco Rubio two nights ago with both Lebanese President Joseph Aoun and Israeli Prime Minister Benjamin Netanyahu to untangle the final nodes. During the official signing ceremony—where the flags of the three nations were hoisted side by side—Rubio announced an immediate allocation of $100 million in urgent humanitarian aid for Lebanon, alongside $30 million from the U.S. Department of Defense to bolster the Lebanese Army, in addition to the creation of a Trilateral Military Coordination Committee.

    Between Baabda and the Serail: Full Legitimacy and a Salute to Sacrifice

    Immediately following the signing, President Joseph Aoun delivered an emotional and highly political address, expressing deep gratitude to the U.S. administration and President Donald Trump. He specifically saluted the Lebanese negotiating team—both diplomats and military personnel—who carefully scrutinized the text “word for word.” Aoun emphasized that this framework is “the foundational step toward reclaiming total, undiminished sovereignty, capitalizing on the ultimate sacrifices of the Lebanese people so they may return to their liberated lands and inevitably rebuild their homes under a sovereign state that tolerates no partners in its authority.”

    Concurrently, Prime Minister Najib Mikati stated via the X platform that the framework’s core objective is achieving total Israeli withdrawal. He underscored that asserting the exclusive authority of the legitimate armed forces is the bedrock of the Taif Agreement and UN Resolution 1701. Mikati noted that both the 2024 “Cessation of Hostilities Declaration” passed by the previous cabinet and the current ministerial draft explicitly restrict weapons to legitimate state forces, reaffirming that the state alone holds the sovereign decision over war and peace.

    Boiling Point in the Suburbs: Hezbollah’s Veto and Civil War Rhetoric

    Conversely, the moment the signing was made public, Hezbollah’s political and media apparatuses immediately switched to escalatory rhetoric. Member of the “Loyalty to the Resistance” bloc, MP Hassan Fadlallah, issued a highly dangerous warning, stating: “The authorities cannot enforce the Washington agreement unless they are willing to dive into a civil war backed by American power,” framing the accord as an attempt to hijack the “Islamabad track.” This rhetoric was instantly mirrored on the ground as convoys of motorbikes associated with the group flooded the المشرفية (Musharafieh) bridge area in the Southern Suburbs of Beirut in open defiance.

    Domestically, the internal political cracks widened further as Minister of Labor Mohammad Haidar and Minister of Health Rakan Nassereddine rushed to issue a joint statement clarifying their absolute rejection of direct negotiations with the enemy, actively distancing themselves from the cabinet’s decisions.

    Qassem Claims “Victory” While Netanyahu Dictates Field Realities

    The stark political paradox was fully highlighted during Hezbollah Secretary-General Sheikh Naim Qassem’s Ashura address, where he claimed he had “shattered the Israeli-American project” while demanding a total withdrawal. However, political observers speaking to JNews Lebanon raised a glaring question: Where exactly was this project shattered? Was it in Iran, whose military infrastructure lies battered, its leadership assassinated, and its economy crippled? Or was it in Lebanon, a country bleeding from more than 4,000 casualties, 11,000 completely destroyed structures, financial damages exceeding $20 billion, and nearly half of its southern territory sitting either directly occupied or trapped under the immediate line of fire?

    On the ground, Israel maintained its aggressive positioning. The Israeli military spokesperson announced full control over the strategic “Ali al-Taher Hill,” claiming to have effectively erased Hezbollah’s military leverage in an area it long sought to fortify. Concurrently, Israeli forces detained six individuals in the border town of Ain Arab, targeted seven Hezbollah operatives in the south, and dropped warning leaflets over the town of Al-Mansouri ordering residents to evacuate, effectively absorbing the village into its active operational buffer zone.

    The Hormuz Standoff: Muscat Opens a New Lane, Tehran Threatens

    On the regional theater directly linked to the broader U.S.-Iran understandings, friction rapidly surfaced regarding control over the Strait of Hormuz. Yielding to heavy American pressure, the Sultanate of Oman announced a brand-new shipping channel for vessels passing through the strait.
